What is Character Encoding?
ASCII is known to be the worlds first character encoding standard (It is also called character set). ASCII is defined with 127 different types of alphanumeric characters that can be used on the internet: like numbers (0-9), English letter characters (A-Z), and also consists of some special characters like ! $ + - ( ) @ < > .
ANSI (Windows-1252) can be taken as the original Windows character set, which supports 256 different character codes.
ISO-8859-1 is considered to be the default character set for HTML 4. This character set was also supporting 256 different character codes.
In HTML 5, the default character encoding was later changed to UTF-8 because of the limitation faced by both ANSI and ISO-8859-1 , in HTML5.
Now at present,UTF-8 (Unicode) is capable of covering almost all of the characters and symbols in the world.
All HTML 4 processors are also known to support UTF-8 encoding.
The HTML charset Attribute
In order to display an HTML page correctly, a web browser must be knowing the character set which is used in the page.
This is mentioned in the <meta> tag:
For HTML4:
<meta http-equiv="Content-Type" content="text/html;charset=ISO-8859-1">
For HTML5:
<meta charset="UTF-8">
If a browser is detecting ISO-8859-1 in a web page, it always defaults to ANSI, as ANSI is identical to ISO-8859-1 except the difference that ANSI has 32 extra characters.

The ASCII Character Set
for control characters - ASCII uses the values from 0 to 31 (and 127)
for letters, digits, and symbols - ASCII uses the values from 32 to 126
ASCII will not be using the values from 128 to 255.
The ANSI Character Set (Windows-1252)
ANSI values are identical to ASCII values from 0 to 127.
ANSI is known to have a proprietary set of characters for the values ranging from 128 to 159.
ANSI values are identical to UTF-8 values from 160 to 255.
The ISO-8859-1 Character Set
8859-1 values are identical to ASCII values from 0 to 127.
8859-1 values will not be using the values from 128 to 159.
8859-1 values are identical to UTF-8 values from 160 to 255.
The UTF-8 Character Set
UTF-8 values are identical to ASCII values from 0 to 127.
UTF-8 values will not be using the values from 128 to 159.
UTF-8 values are identical to both ANSI and 8859-1 values from 160 to 255.
UTF-8 values are continuing from the value 256 with more than 10,000 different characters.
